Safety Matters Foundation Notes CIC Hearing on Disclosure of DGCA Fatigue Risk Materials

Safety Matters Foundation (SMF) confirms that a Second Appeal filed under the Right to Information Act, 2005, seeking disclosure of fatigue risk management materials referenced by the Directorate General of Civil Aviation (DGCA), has been listed for hearing before the Central Information Commission (CIC) on 12 February 2026.
The appeal relates to an RTI application seeking copies of notings, studies, and analyses relied upon by DGCA in a Press Information Bureau (PIB) statement concerning flight-crew fatigue risk management. While the subject was publicly referenced, the underlying records were denied on procedural grounds, including reliance on Section 7(9) of the RTI Act, citing volume and format constraints.
Safety Matters Foundation clarifies that the appeal does not seek creation of new information, nor does it make any allegation regarding intent or regulatory conduct. The request is limited to existing records, in whatever form they are maintained, consistent with the transparency objectives of the RTI Act.
“Fatigue risk management is a cornerstone of modern aviation safety systems. Transparency around the analytical basis of public safety statements strengthens institutional credibility and supports a mature safety culture,” said Capt. Amit Singh, Founder-Director, Safety Matters Foundation.
SMF emphasizes that it respects the statutory role and independence of the Central Information Commission and will await the Commission’s determination. The Foundation believes that clarity through due process benefits regulators, operators, flight crew, and the travelling public alike.
The Foundation reiterates that this matter is procedural and transparency-focused, and should not be construed as commentary on any specific airline, operator, or ongoing investigation.
